1.Can apply like partner an association of italian enterprise with no profit aims and legal site in Moldova ?
According to the Guidelines for Applicants a partners may participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the grant Beneficiary (section 2.1.2). They must therefore be situated in the eligible border area and satisfy the same eligibility criteria as applicants. That means: to be registered and operating in the eligible regions; if the applicant is a regional branch of a national organisation, and the national organisation’s headquarter is not situated in the eligible region, and the regional branch is a legal entity, the regional branch shall apply for assistance, and in case of contracting it shall be the beneficiary;
As regarding the Associates: They could play a real role in the action but may not receive funding from the grant with the exception of per diem or travel costs. Associates do not have to meet the eligibility criteria referred to in section 2.1.1.

 

2.Is there a web site for searching partners in both countries?
Yes, in Moldova : www.jts.md (the list will be availbe next week) and in Romania www.brctiasi.ro

 3.Can the application form be written all in english?
NO. The project proposals shall be submitted by the applicants in the state languages of the beneficiary's country. The applicants will submit in English the Summary of Grant Application Form, the budget breakdown and any other information considered as relevant by the applicant.

 4.Do you will organise an info day about application form which deadline is on 15th of February or is there a web-site with FAQ?
YES. Between 27 November – 7 December 2007, the JTS Moldova has carried out a series of informative seminars dedicate to the Neighbourhood Programme Romania – Moldova 2004 – 2006, in order to support potential beneficiaries in making financing requests and identifying the partners.
27 November – Chisinau, 29 November – Cahul, 3 December – Hвncesti, 5 December – Edinet, 7 December – Balti. On the 14
th January 2008 a partner-search event will be organized in Chininau.

5. Wich Romanian borders regions are elegible for activities planned in the project?
Counties: Iasi , Botosani, Galati , Vaslui

6.Could a project focalise activities on 2 or more measures; for example: Measure 2 territorial and Border development + Mesaure 4 Tourism + Measure 5 Education and Social Service?
Yes.  In general, an applicant may submit more than one proposal but each proposal must be for a distinct measure. If a proposal combines activities that could be affiliated to different measures in any case the proposal has to be classified under one concrete measure.

7.In case of Complementary Projects wath happened if one of partners after approval and financing fall down and dob't go on with project? could be replaced by other partner? Could the project be carried out by other partners if are at least 2 of 2 countries ( Moldova and Romania )?
Each submitted proposal must be viable and able to be implemented on its own. The two applications (when the projects are planned to be realised parallel in time) have to be prepared in a way that allows the implementation of each project even if the other is rejected during the selection process. in case the partners on other side of the border fall down the approved project on other border is implemented according to the scheme for simple projects. That means, the project partner from the other border is involved only soft activities.

8.The Associates and Subcontractors could have legal and operative site abroad of Romania and Moldova or need to be seated in one of 2 countries targeted of project actions?
Subcontractors are neither partners nor associates, and are subject to the procurement rules set out in Annex IV to the standard grant contract. The rule of origin has to be respected. See PRAG

9.The pre-financing guarantee in case of approval and financement can be submitted also in caso of lead applicant is a public body like a minicipality for be payedlike pre-finnacing? If the lead partner don't ask for pre-financing and ask for being payed for avancement report could be submit the guarantee?
Financial guarantee is required where pre-financing represents over 80% of the total amount of the grant or, where the beneficiary is a non-governmental organisation, when it exceeds 90% of the total amount of the grant. The detailed requirements on financial guarantee are presented in art.15.7 and 15.8 from general Condition (Annex II to the Guidelines).  

 

10. in case of a project that forecast a FEASIBILITY STUDY FRAMEWORK FOR WORKS that is established that will be carried out by a partner o an associate, however we must to write and enclosed to proposal project the feasibility study?
The rule stipulates that for the Work Contracts a Feasibility Study for Works is mandatory. The feasibility study shall be prepared according to Annex A1. But, a FEASIBILITY STUDY FRAMEWORK FOR WORKS could be prepared within a separate project specifically designated to project preparation activities for larger projects with a strong cross border impact.
